That was the problem, I was still on the lock screen.

Hi,
I usually just do a two-finger double-tap to cancel the call. It normally
works to get you out of the call-back situation, as long as the screen is
active. That is, not locked.

This morning, while unlocking the phone, not knowing there was an alert on
the lock screen (volume was very low and in a noisy situation), somehow the
phone went into a loop and I had to reboot it. I could not unlock and go to the
app switcher to bneak this loop.
I was concerned that I was returning a call that could have been a scam caller. After
looking at recents, that proved not to be the case. What I heard, with the help of
someone nearby was "all circuits busy".
I'd like to know if there is a better and faster way to deal with this
should it happen again. I have been getting more and more what I used to think
were simply wrong numbers but am sure its increasingly scam calls. So I need to
be certain not to inadvertently do any call backs.
