Well, in my system control-shift F3 does two things:
1. Places a copy on the desktop.
2. Dropbox came up and asked if I wanted to save screen shots in my dropbox
folder automatically and copy a link to the clipboard.
So, I would first try saving a file to your desktop. I expect that will work,
but perhaps you somehow got permissions set wrong on the desktop folder.
Second I would try disabling the dropbox system for a bit.
Dropbox at least by default gets hooks into the API for accessibility tools,
and I expect it is doing some controlling of the system when the screenshot
request is being performed. running on the latest Macintosh system software?
