Hello Mary, The Web Rotor on the Mac is not quite the same as the Rotor on the iPhone. It doesn't affect the way you navigate, just the place from which you start. So, if you do VO-Space on a selected heading from the rotor, you have merely selected a place from which to start navigating.
If you then want to go through all the headings of that level, you press VO-Command-M to go to the next one. If you want to go to all headings no matter what the level, you press VO-Command-H. Tabbing around the Mac is a very bad idea until you have learnt the layout of any given window. You should always use the VO keys with the arrow keys. In Safari, you can choose the desired behaviour of the Tab key by going into Safari Preferences (Command-Comma).
