VO-shift-c doers that and works still. Its VO-shift-z that no longer
works for me under Sierra and I cannot find where to check if it got
changed somewhere in preferences. The command works in High Sierra.

In case someone may already have a solution, the issue occurs when one needs to
sign into Dropbox on the Mac. Both the email address and password fields are
totally silent, no typing feedback of any kind. Voiceover speaks the rest of
the dialog just fine.
