I agree that from a VO prospective, this is certainly a bug. The workaround is to use System
Prefs. Go into System Prefs, Accessibility, then select Speech from the table. The default System
voice will be announced in the pop-up. Choose Customize from this menu and you can uncheck voices
just like in the VO Utility. After pressing OK, you should be prompted with the question
"Would you like to remove the voice that you've unselected, or keep them". If you choose
"Remove" then they shouldn't appear in the rotor anymore. I didn't test if you kept them
whether they'd be removed from the rotor, but deleting them did remove them from the rotor for me.
I still recommend that you submit a bug report about the problem from the VO
Utility prospective, but this hopefully helps you for now.

I must say i dislike the way the new voice rotor works. Up until Sierra, if
you needed more than one language to work with, you would customise the rotor
by adding languages and then you would be able to choose the language you want
on the fly by vo+command+arrow keys. The issue in High Sierra is not that one
needs the addition of the shift key to work but rather that I have some other
languages in the rotor which I have not chosen and I can’t get rid of them.
Those of you who use more than one language, can you see the same behaviour?
Also, before High Sierra, when you chose a different language, the previous one
you had been using was just the next in the list if you wanted to return to it,
all you needed is one press of the key combination for the voices menu. In High
Sierra you have to go back up the list if the voice you have chosen is the
third or fourth, because the previous voice remains where it always has been in
the list. Could you test it for me?
