Thanks Tim, and also thanks to Jonathan for the 2T pointer. I've learned some useful, though minor facts now. I understand what used to be /boot is now at /System/Library/CoreServices/. That's where I'm finding an updated boot.efi and I'm confident it's the problem boot.efi because it's date corresponds to my upgrade from High Sierra to Mojave.
I don't see yet how to edit it, or any of its preference settings. It reports as a binary file: CoreServices#file boot.efi boot.efi: PE32+ executable (EFI application) x86-64 (stripped to external PDB), for MS Windows I suppose my other option is to downgrade back to High Sierra? I would guess that's also a "cross your fingers" kind of thing, though. So, for now I'm poking around for a forward facing solution. PS: I can boot a USB stick that mounts like a CD ROM, i.e. at the device level, not the partition level. That is clunky, but may suffice for my business trip late next week. Thanks again for the ongoing support. It's actually been valuable because I've learned useful stuff. One doesn't usually worry about the boot process until it breaks.
