I just launched the latest Skype today for the first time under Mojave. No trouble of any kind. I was prompted to allow access to camera and microphone. Voiceover is fine.

Check to see if there are any dialogs that may be open which requires action before you can actually use Skype.

dimmed out. When it opens it says skype has no windows and no matter what keys
