I solved it. There was a second window open prompting for the login password so
that Skype could access the keychain. After supplying the password, Skype
started and was accessible with VoiceOver.

I just launched the latest Skype today for the first time under
Mojave. No trouble of any kind. I was prompted to allow access to camera
    and microphone. Voiceover is fine.

Check to see if there are any dialogs that may be open which
requires action before you can actually use Skype.

     From E.T.'s Keyboard...

Many believe that we have been visited

turning vo off and on while skype was opened and no change. Then I tried
uninstalling skype and restarting my computer, then installing it again, still
no change. Then I went to the web site and downloaded a fresh copy of the app
and installed that, same thing. I can’t even go to skype preferences or
settings to check the microphone and camera because absolutely every menu item
in skype is dimmed out. When it opens it says skype has no windows and no
matter what keys I press, nothing happens.
