Just to clarify, I did not do a clean install, just an upgrade after backing up the machine. I do have applications that may perform some loading and checking activities between the time I press the "login" button and the time VoiceOver speaks. I have Dropbox and ClamXAV on my system.
Here's the short summary of load times: Time of boot-up before password is requested: about 15 seconds for Yosemite and Mojave Time between pressing "login" button and VoiceOver speaking: about 4 seconds for Yosemite; about 15 seconds for Mojave I'm not very concerned about this situation. As the days go by, I realize my MacBook Air is performing well under 10.14.3. I get no more "Safari busy" notifications than I did when I ran Yosemite, and although the Mail app takes perhaps a second longer to load under Mojave than it did under Yosemite, the machine seems snappier when I navigate from element to element.
