Does the mini have siri?
You could also tell siri to enable voiceover.

Another little tip I find helpful, as the iDevices don’t make any
sounds or chimes when you power them up, I find it easier to charge
it up as it’ll make a chime when you plug it in and you will know
that it is turned on. I know all of the devices with batteries come
with about 50% charge it’s still good to get it charging while
you’re setting it up.

the IPad out of the box how can he turn Voiceover on so he can go

that’s quite a trek for him. So if there’s a way he can turn VO on
