When he takes the device out of the box, The power button should be I believe on the top edge to the right hand end hold that in for a few seconds to turn the iPad on, Volume should be on the right side edge towards the top . This is when the device is in portrait mode with home button at the bottom. Then when he thinks it's on, He presses the home button 3 times quickly and voice over wil start talking. He will then have to move to the right and second option from the right most words will be the start setup but I can't tell you what it actually says as mine always speaks in a foreign language.
