Curious if, after doing all that, before closing TextEdit, if the
Hide Tab bar is still greyed out.

Yes, I actually tried doing that this morning and tried again after your
message. Indeed after checking a window and then moving the tab into a
window, I get a list of windows in the window chooser. Problem is that
once I close TextEdit, it goes back to the same original behavior. It
won’t “stick”.
