Yes Tim that is what I believe also. They have created the API’s for the covid apps that others will create,
But in this case apple have some form of covid tracking tool included in Ios 13.5 But still it is meant that other developers create the tracking apps and use the apple / google provided api’s The NZ government has put out an app, But they haven’t provided retail outlets or other types of companys the qr code or related tracking tools. I agree in that it is not well explained. Take note though, that this is not only an Apple initiative. It’s developed by both Apple and Google for implementation on both platforms.
