That sounds like something for Microsoft support, unfortunately. Even if you own it, you should be able to re-download it. You might try googling, Microsoft store gives message that app is already owned" or something like that, and see what you can find.
About the only other thing I can think of to suggest is that you use the Windows key to search for iCloud setup.exe. Good luck!
