OK, I figured it out, but it’s still kind of weird. Here’s what I have been 
doing.
First I start playback with tab from the beginning of the file to the point 
where I want to start the selection and then stop with spacebar and press the P 
to drop a marker there.
Then, I hit spacebar to continue playing till I find the end where I want to 
mark the selection and hit  spacebar.
Now I press command Y to bring insertion point to the play head, and then 
command left arrow to extend selection back to the previous marker. Selection 
has now been made, and pressing the EE previews the cut correctly, so I know 
the selection is made.
Here’s where it gets weird. Pressing command why has the effect of kicking the 
play head back to the beginning of the file. If I now  press the spacebar it 
will play from beginning through the end of my selection. And then all 
subsequent spacebar will play only the selection.
but, if I first pressed command shift why to bring play head to insertion 
point, it effectively brings the play head back into the selection and then 
pressing spacebar will correctly play only the selection.
Believe me, I have run this six ways from Sunday and I have to conclude that 
pressing command why has the effect of kicking the play head back to the 
beginning of the file. And, pressing command shift why to bring it back to the 
insertion point before playing the selection is the only way to get it to 
correctly play the selection only. Otherwise, it will play from the beginning 
of the file through to the end of the selection. Once there, it is back in the 
selection area and subsequent presses of Spacebar will play the selection as 
expected.

I have checked the playback settings and they are not the culprit here. So, it 
seems there is an extra keystroke in the command shift why to bring play head 
back into the selection area if I want to hear the selection plate with the
