I have used it to restore my old 2012 Mac mini when the HD began to fail. The Time Machine backup restored the Mac mini to where it was before the HD failed, and it was like nothing had happened. When restoring from a Time Machine backup, the destination machine’s hard drive is wiped, and the contents of the backup are written to the drive. Since a backup from an Intel-based Mac is incompatible with an M1 Mac, the M1 Mac is rendered unusable when restoring a backup from an Intel-based Mac.
