On my ARM-based Mac (currently with Mac OS 12.1), I almost never get
this message. It happened once today with Microsoft Outlook, but the
application truly wasn't responding to key presses at all, and took a
long time to recover. Meanwhile, I was able to switch to another window
and VoiceOver was as responsive in the other window as one would expect
it to be.
This can also happen while an application is loading, for example.
