Any device running iTunes on Windows, the Apple Devices app on Windows, or 
macOS using the Finder can do this. So locate your iPhone wherever the backup 
of the device you want to restore is. If that's iCloud, it works too—just 
restore on any device and choose to restore from iCloud when you're given the 
chance. Put your device in DFU mode, connect it, and Restore. The latest 
software is downloaded and installed, wiping any fingerprints. When you next 
set up, you will have to enrol a working fingerprint, which is what was keeping 
you from using SDP properly. You can then enable or disable it as you wish. 
(I'm not sure what happens if you simply refuse to enrol a fingerprint, but my 
guess is that SDP would be forcibly disabled since biometrics are a requirement 
for SDP.)
