You have to hold it down for about 10 Seconds. Maybe a little less. It must not have booted up into recovery in the first place which makes sense since VO should have come up right away. That’s why I asked about the Command F5. I have had to do several things with recovery on both Intel and M1 and have helped others as well and never experienced what you were referring too.
