Hi, I can tell you that yes, VMWARE Fusion does work on the m processors, I have the very same M3, 18gb ram MacBook Pro. I use Windows to play games. As to the actual setup of the machine, I'll be totally honest and say that I had someone do that for me, so I unfortunately can't help in that aspect. But once everything's all set up, it works great.
