If you can access VoiceOver Utility, you can make the change there via
the speech settings. (I assume this is macOS). The only situation in
which you might not be able to change it is while reinstalling the
operating system.
So my hope? is that there is a way to turn on voiceover for the IPod,
either in iTunes settings or somewhere else?
I've never used an iPod, but Apple's support page suggests it depends on
which model of iPod you have.
