I need to distinguish between changing voiceover voices in general, and the actual voice used for the tutorial itself. This voice previously was, might have been an apple staffer? it was not an actual voiceover option however. Will explore that apple support page, it seems odd that an older iPod would have one but a later one would not.

If you can access VoiceOver Utility, you can make the change there via the speech settings. (I assume this is macOS). The only situation in which you might not be able to change it is while reinstalling the operating system.
So my hope? is that there is a way to turn on voiceover for the IPod, either in iTunes settings or somewhere else?

I've never used an iPod, but Apple's support page suggests it depends on which model of iPod you have.
