The first thing I would suggest is turn your phone completely off and then on 
again after a couple of minutes. Well, sometimes it works.

The next thing I would suggest is to phone Apple Accessibility on 0800 048 
0754. They can talk you through things to try.

Just a wee note, I think you mean Voiceover, not Siri.
