When the problem is occurring, press ctrl-option-command-shift-. (note the dot at the end). This generates the sysdiagnose report manually.

Then you need to run Feedback Assistant and submit a report describing the issue. The logs are attached to the report automatically.

Feedback Assistant is easy to run from a beta release. If you're running a production release of macOS, I think there's a way to invoke it that you would need to look up.
