My understanding is that the report records recent VoiceOver interactions, but it crucially includes system logs and information about running processes. For example, details of any components that crashed will be reported. In your bug report, you should describe what happened, and the sysdiagnose report will be attached to provide all the underlying technical details.

Telling Apple what you experience helps, but it leaves ut most of the vitally important technical details which the sysdiagnose files capture. If the bug depends on your specific configuration settings, this is most likely included in the sysdiagnose logs also.
