If you've found the language rotor under Settings > General >
Accessibility > VoiceOver, at the end of the page, just double tap
"Language Rotor". You'll be on a page where the language options are
listed alphabetically. Just double tap to make your selection. The
first entry will be "Australian English", and if you flick right there
will be a "reorder" button. You can swipe up a couple of times to
reach "U.S. English". Greek is just below that, followed by Russian,
which is announced with the Russian voice. Just double tap any
entries you want to add so you'll hear "Selected". Exit by double
tapping the "VoiceOver, back button" at the top left. Then, when
you're in a text field or on a web page, use the rotor until you hear
"Language", and swipe up or down till you reach the language you want.
If you have a bluetooth keyboard, there are also now hardware keyboard
settings under Settings > General > Keyboard > International Keyboards
once you double tap the language you've selected. (The page will have
both Software and Hardware Keyboard layout options.)

you mentioned selecting certain languages to be in the rotor. Here,
all the languages are there. that is in settings, general,
accessibility, voice over. But I didn't see something to turn
languages on or off or to turn the whole thing on or off so that
language selection shows up when you do the rotor gesture. I still
get characters and words or, if on a web page, I get the usual
items, but no languages. Nor do I understand how to select just
those I want. this must e a simple thing that I'm overlooking.
