The company that makes Heather is Acapela and Heather comes with all the voice packs from Infovox iVox which can be purchased from AssistiveWare: www.assistiveware.com
The Cepstral voices still do not work properly with VO. The i devices can only use the voices preinstalled by Apple for VoiceOver. Some applications use Acapela voices, too.
