Hi,

I don't think that you're doing anything wrong.  Using VO, drag and drop does 
not work for moving files in the Finder.  You either have to use 
copy-Paste-Delete Old or use the Automator Script mentioned in a previous note.

Dragging and dropping for sighted users works just fine and relocates just like 
cut and paste keyboard commands.
