Contact tech support and let them know about this..
I have apple care and have been going back & forth with them about this..

They said drag and drop works in Leopard this is true I use it all the time!
It  does not currently work in snow leopard!
The tech guy said that he would elevate it to the higher ups and also reminded me about "the squeaky wheel gets the grease"

I don't think that you're doing anything wrong. Using VO, drag and drop does not work for moving files in the Finder. You either have to use copy-Paste-Delete Old or use the Automator Script mentioned in a previous note.

Dragging and dropping for sighted users works just fine and relocates just like cut and paste keyboard commands.
