To make the folders in the Dock more friendly to VO, change the "View Contents 
As" item in the contextual menu for the folder.

1. Open the Dock (control-F3 or VO-D) 
2. Type "Down" and you should then have the Downloads folder selected.
3. VO-Shift-M to bring up the contextual menu.
4. Find the grouping near the bottom for contents display. There are 4 Options:
        a) Fan
        b) Grid
        c) List
        d) Automatic

Select The List option, and then command space or space will show you the 
contents of that folder.

If you are often going to a specific item in the Dock, you can set up a hotspot 
for that item  this should work.
