Yes the cd can boot any pc including the mac itself if I hold down c
for a long time, as I told you windows setup files are being copied to
the bootcamp partition but the drive is not made bootable and there is
a line in boot.ini at its end that says unidentified operating system.

This may seem like a silly question, but are you sure that the bootable
flag is set to on in your custom disk image? Have you checked the disk
on a windows PC to see if it offers you the boot option?
