I'm can't confirm that in Windows. But if they are full SAPI 5 compliant 
voices, such as NeoSpeech Julie, pitch and intonation can be changed.
And do you really want to compare a Mac to Windows?
I may be wrong, but I believe you can change the pitch of Samantha in an iPHone.
