Why not use the Command-Option-L to choose the Downloads Window. That's also available from the menu bar under Window->Downloads. Or maybe I'm missing something. Command+Option+f is to jump to the find/search field so I'm not sure why you need that if you want to go to the downloads window.

Okay,

I have discovered that when I hide the tool bar in Safari, I cannot enter the download window by pressing Option+Command+f then VO+right arrowing to the right to the download window button and pressing it using VO+space. IN order for me to be able to enter the download window, I have to keep the tool bar visible. Any thoughts on why this is so?
