Chris, Lion has a downloads button and you have to find it to navigate to the downloads window. The easiest way to do this is to go to the Google search are with command-option-f, then VO to the right to find the downloads button. The shortcut key doesn't work anymore with Safari.
Ray, the downloads button is in the toolbar, which is why it doesn't activate when the toolbar is hidden. Also, the command-option-l shortcut works in Finder only.
