Hi William,
I think what is happening is that Skype and other VOIP programs are speaking 
through the ear piece instead of the iPhone's speaker. Try this:
1. Hold down on the home button until the phone vibrates. 
2. After the phone vibrates click the home button once. That may restore speech 
through the speaker. 
Try this and let me know how it goes. I've tried it here and it's working for 
me.
