No, this happens to me on more than one of my thumb drives. I took it to the Apple store because I wanted them to see what was happening. This was how, since I hadn't yet figure out how to avoid problems, I managed to mess up one of my little devices.
I have discovered that when Finder does this, if I turn VoiceOver off and don't do anything for t while, it will stop. For a while means like thirty seconds or so. Also, if I have a file already on the clipboard, I can go ahead and do command V and it will go ahead and copy the thing. Then a lot of times you can hear the drive click when it turns off. I have found then that Finder is not saying busy after this. I don't have this trouble unless I have a drive with a lot of files on it. Oh, by the way, it doesn't seem to affect Time Machine.
