Hi, Unfortunately, your machine won't be connected to Wifi by default when you boot the recovery partician. To add to the unfortunate news, VoiceOver is unable to access the Wifi menu at the top right of the menubar so you can connect to a network. The only way for a visually impaired person to reinstall using recovery mode is through an ethernet cable. I've contacted apple about this countless times, and the most recent response I've gotten is that they're investigating a possible fix. They had no idea this couldn't even be done with VoiceOver.
