You mean actually picking up and tuning in shortwave radio on your phone? I suspect that isn't possible because the antennas in your phone are designed for the wifi and GSM frequency ranges, not shortwave. Also, other than some really high-end digital tuners, most shortwave gear is set up to 'tune' a particular subset of the shortwave radio frequency range with a physical variable capacitor while the wifi and mobile voice/data radio stuff is set to fixed frequencies. If they can't bake in an FM tuner, I doubt they could do the more niche shortwave. Maybe there is a re-broadcaster that streams something but other than the current time and a few other common frequencies part of the fun of shortwave was to see what you could pick up on a bounce from around the world. The internet kind of took away the novelty of that phenomenon.
