And, just chiming in here, I didn't use Keyboard shortcuts in system prefs to bind F13 to "say time." I used an app called "spark," and a "say time," script to bind it. I still cannot bind F14 and F15 to anything, as they are currently bound to slide screen display brightness up or down.
