Hello Jonathan, No, that does not solve my problem. I interact with the second column, and if there is already a shortcut assigned, I can change it. However, if there is no shortcut assigned, the Add button does nothing. This is broken in OS x 10.7.3 and 10.7.4. Before that, there was no Add button, just an editable field.
