If you are in the finder in list view each folder will read

FolderName Collapsed

or

FolderName Expanded

You can use plain old up/down to go up and down the tree and then right left to expand/collapse the folder. Once expanded, up/down will include all the child files/folders. If you are focused on a child and hit left it will jump you back to the parent. If you are on the parent and hit left again it will collapse. If you have a child folder expanded and you collapse its parent, if you later re-expand the parent the child folder will also still be expanded. In other words it puts things back the way you left them. As you probably noticed, when you expand a folder it tells you how many items were revealed (added) to the list.

Tree views are a great way to organize information so you can drill down quickly to the stuff you care about and ignore the rest. Note that all this arrowing around in trees is not specific to voiceover so anyone can do the same keyboard navigation.
