Personally, I'd go for the iPhone. If you are going to pay for a data plan, you 
may as well have accessible texting, contact management, caller ID, missed call 
information, and so on in addition to the advantages of iOS apps. The iPad does 
not have as good a camera as the iPhone, but it may work okay for OCR and 
object identification, I don't know. However, I imagine lining up an iPad is 
going to be way harder than a phone, simply because the iPad is so large. In 
addition, the iPad's screen is huge compared to an iPhone, so I often find 
myself getting lost on the screen when I use other peoples' iPads. On the 
iPhone, the screen is small enough that you always know where things are once 
you get used to the apps you use most, and even things in the middle of the 
screen are easier to locate. Finally, the iPad is difficult to just carry with 
you, but has no advantage for a blind person over the iPhone, so why not get 
the smaller device so you can put it in a pocket or purse with no problem? 
Those are just my opinions, and please note that I have only used iPads every 
so often, I don't own one myself.
