There is away to adjust the volume. It involves setting a value in NVRAM 
perhaps system.audio    This wil allow you to set the percent volume. Cocktail 
and perhaps tinker tool have controls for adjusting this. Use caution though, I 
have more often wanted this kind of startup on my other machines
