I can't speak to the accessibility from an instructor's point of view, but both 
my grad school and current employer use blackboard as a way of posting info.  
Most things are accessible, even though some may be cumbersome.  Finding files 
to download and announcements are fairly simple to do.  Posting to discussion 
boards and managing threads are more cumbersome but doable.  Hope this is
