Great news! Just as you delighted me by discovering that obscure method, Tim, it seems Apple has fixed the issue. Once VoiceOver is focused on a popup menu cell, just hitting the space bar or pressing VO-Space now activates the popup menu as we would expect. This makes Numbers really, really great to use! Yay!
