Hi, VoiceOver is built-in to MacOS X whereas OutSpoken was an add-on to the pre-MacOS X operating systems. Similar to the various screen-readers available for Windows, you had to install it after the fact. It was a great little screen-reader for it's time but Apple decided to try to make it's accessibility features even better by having them be available to everyone always. Things like the NumPad controller kind of take their feel from the original OutSpoken interface.
