This patch fixing not working txpower limit, and adding two ways to
control tx power:[[BR]]
1./ setup by settxpowlimit[[BR]]
2./ setup per tx descriptor[[BR]]
[[BR]]
The way 2 can be selected by defining ATH_CAP_TPC, default way is 1. Way 2
have few issues described in ticket:194 [[BR]]
[[BR]]
This patch also checking iwconfig txpower value and return error when is
not valid.[[BR]]
[[BR]]
