I entered bug #646 awhile back with the very problem you describe. It
details our current workaround for the situation.
I also reported a related wpa_supplicant bug last week where on de-init()
it sets MADWiFi into ROAMING_DEVICE mode ( ie. where the card is supposed
to have control ) which isn't implemented in the MADWiFi driver. This
prevents iwconfig from working after wpa_supplicant is stopped.
