I'm still quite sure that AP is using a countrycode that does use passive
channels e.g probe reguests are not sent by wpa_supplicant.
At this point the wpa_supplicant does not send authentication request to
AP...seen this behavior.
You can check this by sniffing the traffic and checking if probe requests
are sent by supplicant.
