My only response hearkens back to my conversations here on -community about having a full-time Community Manager that oversaw issues such as these (basically, a Council Manager with additional responsibilities). I can resurface the job description if anyone needs me to.

Sadly, I'm afraid the load will be way too big to bear for a small
committee as was the case with the Maemo Council. There is going to be
a lot of work, a lot of guidance will be required, and there are going
to be quite a lot of strategic games and political wars going on, very
quickly. I also honestly believe that the workload is going to be very
massive for anyone who has fulltime job.
